Inspection I - Includes a "free" oil change?

From what I've read online Inspection I at the dealer includes an oil change (about $100) and also a cabin filter (about $50).

Is this correct? These are included "free"?

Going over my Inspection I receipt, which I didn't look at carefully since I was in a rush, there are charges for the cabin filter and also the oil change.

Should I notify the dealer of this "mistake" or is this normal for Inspection I?

Maybe that's why people generally say an oil change/cabin filter is "included" in "Inspection I"?

Since I drive low miles, this is an out-of-warranty "Inspection I" service.

Yep, I was wondering if maybe you got a new car and it was an under warranty Inspection I. But you are out of warranty on your 2003, I think you pay for everything.
