Very light rear bumper damage

A few months back my e46 was tapped from behind by another car going under 2 mph. The damage is purely cosmetic and is mostly from the license plate holder of the other car. My bumper has some scratches very obviously in the shape of a license plate and some deeper grooves from the license plate holder's screws.

I want to repair the damage but $500 for a new bumper is pretty steep for something so trivial. Is there any way to fill in the scratches with some polymer and paint over it with my touch up paint or would it just be better to replace the bumper all-together?

Yes, you can sand and prime the area and have it resprayed. I had extensive work done to my front and rear bumpers along with some other work and paid $1,000.00 for the service. Had I just had one bumper with minor damage it would have been less than $500.00. Contact a reputable paint shop, some have contracts specifically for bumper repairs.
